Hi. What does the bold というのに mean here? It doesn't appear to mean "although" here. And how should I make sense of the underlined sentence?

Even though those slimeballs in the export division claimed it was their work (jurisdiction), they turned it down

I guess at one time the people of the import/export division were territorial about some work issue, and claimed ownership over it, but then they dropped the ball, or deliberately abandoned it (which ended up working out well for the speaker - or at least confirmed something in the mind of the speaker).
