Yes, it's the first two lines of a classical Chinese poem 白雁 White Wild Goose composed by a poet 謝宗可 in the Yuan dynasty. Judging from characters used there, it's most likely made in China probably in 2006 or maybe 1946.

翅老西風点綴瑕
秋江難認宿蘆花
丙戌年

thank you so much! That is fantastic help. It can't be 2006 (the lady who gave it to me has owned it for many many years) but 1946 could make perfect sense. thank you for your help. Joe.

Hi Toritoribe - sorry to bother you again - are you able to provide a translation... I have scanned the internet but cannot find the poem (not being able to read Chinese), I can't even find the poet as any translation tool seems inaccurate. Any help appreciated. Many thanks. Joe.
