Does anyone know what this means? His mother said his dad had a kanji tattoo meaning "to win" and that is what this is.

Its a slightly unusual rendering of 勝 (to win), pronounced katsu, in Japanese. The same kanji exists in traditional Chinese as well, but I don't know the Chinese pronunciation.
 
I'm a native Japanese speaker, but I wouldn't be able to recognize it as 勝 unless I'm told that it means "to win".
