It doesn't need to be 祈武運長久, its fine just as 武運長久.

The other writings look to be mostly names (Masao Kanai, Tsubouchi Yutaka, Yoshida Torikichi, etc, etc, etc)

Is this a group flag sign by the Japanese Imperial Army "solders" from the same group? or do this flag belongs to a particular owner?

I doubt it is a group of soldiers, since I see a girl's signature on there. More like a group of students or factory workers.
