I think the first sentence is correct and the second sentence is wrong:

広島に電車で向かっています

電車で広島に向かっています

Can someone confirm?
 
Both sound natural, and it really depends on the context.
If you're talking about how to get Hiroshima, then 電車で...
If you're talking about where you're heading, then 広島に...
Usually what you want to say comes first.
