Tag attached to good luck flag

I received this flag from my grandfather who served in the Navy during WWII. He passed several years ago and unfortunately I don't recall him telling me how he got it. I believe at some point He was stationed in the Philippines. I haven't seen any flags with this type of tag on them. I had someone try and translate and they could only tell me it was someones name. Why is it just on the tag when most of them have writings on the actual flag? Was this something he may have bought as a "souvenir" or is the tag the name of a Japanese soldier? He framed it and I haven' taken it out. I have no idea what it's made out of.

The writing on the tag looks like it was written by someone mimicking Japanese writing. The first is a travesty of 田 the second and third are 拾八 (18) but one has extra strokes and the other is written mirror image. The fourth is just chicken scratch.
 
There is a seal of a well-known department store 三越 Mitsukoshi at the top of the tag. Your grandfather might purchase it there, just one of the possibilities.
 
Thank you both. After reading more this afternoon I was wondering if the tag was a store sales tag or something! I have been very hesitant to display the flag anywhere without knowing where it came from. We've been curious about the writing for YEARS. Thanks for the quick responses!
