Studying and Living in Japan

Hi everyone.
I'm 16-year-old girl from Ukraine and want to ask for advice. I'd like to study in Japanese university to become interpreter. Two main languages: English and Japanese. And, of course, I also know Russian.
Now I study Japanese at courses and by the time I will be 18, I will have passed Nihongo Noryoku Shiken (I hope 4N)
But the problem is I don't know where it would be better to study and which city to choose. I like big cities, but everything is too expensive there. Can you advice something medium, where there are places to go or place, which is situated near the big city, but not really expensive to live?

I missed the "university" part in your first post and thought you were asking about language schools. I don't know if there is a university in Japan that has what you're looking for.
