Setting up a Japanese office/subcontractor

Hello Folks (been a long while),
I work in the wonderfuly nebulous realm of I.T. and I'm looking to expand.
Part of The Plan is to establish a 24 hr development cycle, by having workers in suitably spaced timezones. Starting from the UK, i'm looking at both sides of Canada, Japan and possibly Western Australia, but hoping to start with Japan as I think that'd be the best return on investment (straight 8hr gap and better perl monkeys).
The questions then are:
What practical obstacles are there in Japanese labor regulations?
What legal hoop jumping might I have to do? thinking liability insurance and similar.
How critical might it be to have a designated office, and am I likely to need to be present to establish it?
Any success or horror stories very welcome; the later probably being more useful.
