Return to Okinawa

First of all I want to say thank you for any input. I was stationed in Japan from 2009-2011 while in the military, and fell in love with Okinawa, but didn't really have plans to return fast forward 6 years later, and I want to. The problem? I had soft bank phone service while on Oki and left island with an outstanding bill. I've been told that I can't return now because I'll have some sort of warrant? Is this true? And if so how if possible can I fix this to return to the most beautiful place in the world. Thank you
