Need Translation Help Please

I would appreciate any help in translating the writing on three items I picked up today. I have no idea what they say, except for the kanji symbol for mountain on the rock. Two items are WWII militaria - armbands, I think. Thank you.

Can't make out the first one.

Second one is "assistant chairman" and third one is "Kyoto Prefecture Association". They are both civil, not military.

Thank you very much! I had assumed military because of some of the other items they were with.
 
The literal translation is "another mountain's rock", but it actually means "object lesson". This is from a proverb "A rock from another mountain can be used to chisel your own jade."
