にらみをきかす

η¨γ‚€οΌˆγ«γ‚‰γ‚€οΌ‰means to glare at someone.

The phrase is usually used to mean to "make sure others stay in line by making one's presence felt (with a glare)." In your case, it is used simply to mean the car part in question is "making its presence felt," or standing out probably as the focus of attention in design.

I mean can you use this for just about any situation requiring a presence be known?

Like the ghost made it's presence felt.
or
After hearing the roar of the crowd, a winning presence was felt.

No. The main purpose of someone "glaring" in this phrase/expression is, as epigene's said, "to make sure others stay in line" by intimidating them.

Someone may γ«γ‚‰γΏγ‚’εŠΉγ‹γ™ to....
β˜… make sure his/her employees are not goofing off at work. γ€€
β˜… make sure the members of his gang wouldn't rat him out to the police.
β˜… make sure his students wouldn't try to cheat during the exam.
