addition...maybe!?

As defined by other members, 言いだしっ屁 means, someone who starts a topic. But it also means, or we use that phrase for indicating someone who says it first but never take any action on it.

I am sometimes 言いだしっ屁 :p

and could anyone tell me what ダーツ means?
i read a Japanese magzine and saw this. i can't look it up in the dictionary :(

"ダーツ" is "Darts".
are you asking the rules of darts?
