Anyway, I was wondering if I have the IME on and type english will it translate that english word to japanese. For instance, if I type hello would it show up as (konnichiwa) 懇意痴話 ？

No, the IME is only an input device, it can't translate things for you. So that means you need to type the syllables on your English keyboard and they will show up as kana, as you've done with こんにちは
Trying to type English with your IME on would look something like this:
Ｈｅｌｌｏ、 ｈｏｗ ａｒｅ ｙｏｕ？
