ここにおられる is an attributive clause that modifies お方. おられる is not the main verb. As you can see は exists after お方, お方 is the subject of 腹心(だ), even though exclamation marks are there.
かの actually means かの有名な the famous/well-known.
四皇 is Four Emperors.
腹心 means confidant. It's not a friend but a subordinate.

Haven't you ever read/watch One Piece ?
 
Haha! I lacked the context to do this justice, I guess. I did watched about 40 episodes of One Piece, but the specific terminology is lost on me...

But 腹心, according to here, is closer to a valued friend than a retainer. Of course, context matters.
 
It's not "you forget it" but "you've never heard/watched it". The term "Four Emperors" doesn't appear yet at that early stage of the story.

The site you are referring to is the dictionary of the etymology. 腹心 is always used as 腹心の部下 nowadays.
