I have a silk scarf that I believe my father sent home to his mom during WWII. He was stationed in the Philippines.
Does the symbol on this scarf have any meaning in Japanese?? Any guess about other languages?

The black part is meant to be the sign board on the torii gate entrance to a Shinto shrine, with the vertical black squiggle meant as the writing on the sign. It is just an embroidered representation, however; there isn't anything actually discernible written there.
As the image is unmistakably Japanese (Shinto torii, cherry blossoms, stylized pine tree) the only language you could expect there would be Japanese.
