The artist's name is Wakita Kikuo (脇田 喜久男; the family name is Wakita).
The artist was born in Osaka in 1924.
The artist was a member of both the Japan Artists Association (日本美術家連盟) and a society called Nigenkai (二元会).

Oh yes, it's the same artist. Thanks so much for your help. It appears Mr. Wakita has won many awards and has some important status in the Japanese art world. I wonder if he has passed away. I cannot find any date.
