I recently bought this katana at an auction and it has this inscription on the tang and I was wondering if someone with more knowledge could interpret it for me.

Oh dear... that is a very horribly executed forgery of 摂津守忠行 (Settsu no kami Tadayuki).

Copy and paste either the Japanese or Romanized version of that name into an image search engine and you will see a lot of examples of the genuine signature.

Sorry for nitpicking, but it's 摂津守忠行 Settsu no kami Minamoto no Tadayuki.;)

For instance, the genuine ones are like this.

Thanks, I picked It up for $30 just to see. It also has this etched on it, not sure what it means. The entire thing is in pretty bad shape.

Just a plausible mark. It's not Japanese, at least.
