"just" in "just too busy"

Dear native English speakers,
I have a question. What does "just " mean in the following passage?
Can it be replaced with "only"?

TFT also benefits people in developed countries by giving them a convenient way to help global society. Many people would like to do something to improve the condition of the poor, but are just too busy. Giving twenty yen to TFT is an easy and effective way to make a contribution.

Hmmm good question. I guess I would explain it as meaning something similar to つまり or 簡単にいうと.

Do you want to go? No, I'm just too tired.
==> it could mean だけ like being tired is the only reason. But to me it means that's the primary reason but there may be other reasons or maybe there is more to the story.
