You try talking to people at Yamada food or Tagawa Japanese grocery, there is a bookshop and a bulletin board at Tagawa's if I'm not mistaking.

I've been to a sushi bar and a Japanese bookshop around Avenue Louise (at the crossing of another main road at approx. half way) but I can't remember exactly. Just go to the Japanese embassy Avenue des Arts and ask where you can meet Japanese people. I think there are about 500 of them in Belgium, most of whom reside in Brussels.
