I recently sent a letter to Kagoshima (correctly addressed) but was unsure of the postal code. I listed 890-8577, is that correct? Also, does Japanese mail list forwarding addresses? I'm wondering if my party no longer lives there, will it come back to me or be forwarded to the new address?

890-8577 seem to be the postal code of the Kagoshima Prefectural Government Building and not a private address. However, if you got the postal code wrong and the recipient hasn't moved elsewhere, they should still be able to deliver your letter. In the worst case, it will be returned to you.

Mail redirection (郵便転送 yūbintensō) within Japan is limited to one year and needs to be set up by the party; it's not automatic.

Yes, the Japanese postal service is very good, very professional. Even if you've written the wrong postal code but the rest of the address is clear and legible, I'm sure it will reach your intended mailbox - especially if they are both in Kagoshima.
