Is this the correct way of saying this..

I want to say "either you have it or you don't".

持っているか持っていないか Motte iru ka motteinai ka

I want to use it when it comes to a persons talent of doing something like drawing, playing the piano ect....
 
In this case I think it would be better to say "dekiru" to mean either you can do it or you can't.
Using "motsu" to mean you have or don't have talent would not be understood, I think.
