It's hard to sympathize if we don't know what her chronic illness was. I helped a non-Japanese speaking lady and her husband to a hospital when she collapsed one time. Turns out she had multiple sclerosis. After eventually explaining to the doctor what it was (roommate at home had to whip out the 2000 page dictionary, and explain each kanji) they basically said, "we don't know how to treat it". They had to move her to another hospital.

Another friend of mine had sickle cell anemia, a sickness found prodominantly in black people. She eventually had to move home b/c she couldn't get proper help. You clearly cannot blame Japan for that.
