I tried typing it out on my own, but I don't recognise a lot of the Kanji, and it took like half an hour just to get the first one done.

Can someone provide a transcript and translation?

[2] Looks like 對 but it's not a verb..
[3] Is that 変体仮名?
[4] 興?

I couldn't make any serious translation.
I can tell that 投降 is surrender, and 大日本 is Japan.
Is 通行證 something along the likes of "general certificate"?

Transit Pass

本票持参者ハ投降者ニ付保護ヲ加フベシ
ほんぴょうじさんしゃはとうこうしゃにつきほごをくわえ(ふ)べし
The bearer of this pass is one who has surrendered and shall be given protection

對/対す(る) is a verb.

It's 慮, as I wrote above.

與; the traditional form of 与

* The reading is たし.

くわえ(ふ)べし
Sorry for nitpicking, but it's くわふ(=う)べし; the classical form of くわえるべし.
