The second picture is the same as the one in your previous post. The phrase Buunchōkyū is written on the top and the rest are all people's names.

The first one is up-side down.
A phrase written on the right side ツ進窶吮?ー窶「テアツ坂?麓Shinchūhōkoku] doesn't make much sense. Probably it's a typo of a common phrase ツ尽窶吮?ー窶「テアツ坂?麓Jinchūhōkoku] "loyalty and patriotism". There are some other phrases; 窶「Kツ焦ク[Hisshō] "certain victory " or 窶「KナスE[Hissatsu] "certain kill" on the flag.
The names of the presenter and the recipient of the flag are written on the right end, but I can't figure out them. The name of the recipient might be 窶卍ャツ浩[Machi Hiroshi].
