I now have one of these flags from my late Grandmother. My Grandmother and Grandfather served in the Royal Air Force and was stationed in Singapore during WW2.
Could someone please translate some of it. Id like to know who the flag belonged to and if it was awarded by an academy or similar. Also, possibly date it.

Here are some photos of the flag. Unfortunately, I didn't want to stretch the fabric too much while framing so some of the characters may be obscured.

The recipient of the flag is 桂徳次 Katsura Tokuji (Noritsugu or other readings are possible). The main presenter is 日本揮発油株式会社新津工場 Japan Gasoline Co.(the present JGC Holdings Corporation) Niitsu Factory, so he might work there.
Thank you so much. I wish to return the flag some day soon. I hope to do it myself. It would give me a great excuse to go to Japan.
