Central Hotel
Cheapest room is 6700 yen for a single bed
Well within walking distance to where you'd want to go.
They have a morning buffet at 1100 yen, it's OK since it has a large variety of foods. Kids friendly also.
You should make reservations though. Walk-ins can be told "no rooms", especially if you look homeless
