Ending a phrase without a verb?

Hello, I was watching a Japanese news channel with subtitles and saw the following phrase:
都内で新たに感染が確認されたのは138人で先週
Because the subtitles were automatically generated, I'm not sure if it is missing something here.
This phrase doesn't end up with a verb. Is it possible? If yes, In which case could we use this structure?

You watched the news on FNN (Fuji News Network), right? It's not the sentence end. It continues to the next line.

都内で新たに感染が確認されたのは138人で、先週金曜日の200人から62人減って、47日連続で前の週の同じ曜日を下回りました。

Yes, that's right! thank you very much Toritoribe! I was missing the comma and made a mistake breaking the phrase in the wrong place.
