Does anyone know this Japanese military insignia? And is it from WWII?

I wouldn't even suspect that of being a military insignia, especially not one from WWII.

I showed this one to my wife, and she says it's not military from WW II. Nor is it a family crest.

She speculates that it may be a bandana which, according to custom, mothers knitted for sons going off to war.

Wow, those look really modern styled and cool. Does anyone know what year are the designs from?

It varies depending on the prefecture. The oldest one is 1932, and the newest is 1991. You can check the enacted year and design motif of each prefecture's symbol in the following site (all in Japanese, though).
