Question Deities in a painting

Who are the deities(?) in this painting?
The very short description spoke of Arhat.
My thought is they are Confucius, Buddha and Laotzu representing the three teachings.
However my problem is the red spots on neck, hand and foot.
What is their meaning?

Would I have to repost under "translations" to request reading text and seals?

Very interesting painting. I don't know who they are. My guess would have been Daruma for the bearded figure, but I can find no reference to Daruma playing Igo. It doesn't look like any of the writing on the painting mentions Arhat (阿羅漢 in Japanese and Chinese). There is also no mention of Confucius, Laotzu, or Mencius - which is not to deny the possibility that the standing figure is one of these...it might just not be explicitly stated in the text. Very enigmatic. I would like to know more about it.

The seals also elude me. Looks like 里 in the top one, and 西 in the bottom one, but that isn't much help.

Might there be more information that could be provided about the painting itself? Well, without compromising possible security in its present location.
