dangling ~BA

どのような問題が出ているか、まずLinkして頂ければと思います。

This just reminded me of something I never explicitly cleared up in my mind. When you have the dangling ~BA form without anything after it, like in this example. Is there always an implied いい there?
In other words, is it really this?

If so, is this always the case or is the rule more complicated?

The omitted part would be ありがたい or 助かる there.
There are many possible cases depending on the context, as always, but the most common ones would be いい/よかった(のに、そうではない/なかった) in statements, and どうですか in questions.

休みがもう一日あれば(いいのに、実際はない)なあ。
そんなところに立ってないで座れば(どうですか)?
