You could try Takeya which is in Okachmachi. Also in Okachimachi itself there are a variety of shops that may or may not have what you want. Of course you can try any lower-tier department store such as Jusco.

I don't think that cargo shorts are a very typical clothing item in Japan so I would guess you're unlikely to find them at any of the cheap stores. You may find them at import stores (like the Big American Shop), "urban" clothing stores (like the Walkin' Store) or other stores for young people, but be prepared to pay through the nose for them.
