姫路市大善町
?(a simplified form of 第?)八??代表
志???

The right column "Himeji-shi Daizen-chō" is the name of a town in Himeji-City, Hyōgo Prefecture. The left would be the name of a person, and the middle shows that the person is the representative of a group / an organization.

Thanks for the quick reply! So are the lines in the middle and the one to the left illegible or is it just a bad pic?

They are illegible due to being cursively handwritten.
Also, with your translation, you translated it from right to left correct? Sorry if Im annoying you, but I'm just starting to learn, so I really appreciate the help.

Yes. Japanese is read from right to left (and from top to bottom, of course) when written vertically.
