Besides the military bases / trainees, are there a lot of black people living in japan?

I saw a couple of likely sub-saharan africans on the subway the other day. They were fluent in Nihongo.

You get Africans coming over to do factory work and that kind of thing. There are a lot of them in Roppongi and Kabukicho running bars, and employing African touts to hassle people on the streets to go drinking in them.

Hard to believe that there were only 140 registered Nigerians in Japan in 1990. How times change.

This used to be a great resource on "black issues" in the late 90s/early 2000s: Craig Nine's Black Tokyo. It seems the website has meanwhile become property of Black Tokyo, Inc., but they still feature a series of interesting articles on Africans in Japan.
