Best ways to study in Japan?

First and foremost I have lived in Japan for two years (not Japanese and a nonschool related stay) and am studying for N1 on the JLPT which I intend taking in December of this year here in the states, so I am not too worried about a language gap. I intend on living in Japan. I am 20 years old without college experience yet, and very interested in studying in Japan but I have realized there are a number of questions that I can't seem to find answers to and some that I need some others opinions and/or experience.

Is studying in Japan worth it? (cost, hassle, etc.)
Would it make sense to get an associate's degree at an American school and then finish off school in Japan?

Any suggestions?

EDIT: My goal is to major in political science, especially in Asia because of the growing tensions over there, study Chinese along the way, and have some kind of political career, perhaps in the news. If that doesn't work out, translation sounds good :)
