I know it means voluntarily, but is there a connotation beyond the literal meaning, like I'm willing to do what others are unwilling to do?
For example, 意見を進んで発言する。
Does that mean others are unwilling to voice their opinions?

進んで~する means one do something readily/willingly.
It could mean that while others are not, one is willing/ready to do something, but not always. It is also possible to say みんなが進んで意見を言う。

So whether others are less willing depends on the context, not the word itself.

Not entirely.
I think that the expression 進んで~する is often used in a particular situation where many are unwilling but one is willing, to make a kind of comparison, and I assume such a situation must be what came to your teacher's mind when she explained about this phrase.

That's the reason I said "not always" in my previous post. :)

Yes and no. Again, it depends on the situation/context...

Like "to do [something] willingly/readily" in English, it can describe doing something people feel reluctant or hesitant, so the "something" can be challenging (but other situation is also possible.)

e.g.
皆が嫌がる大変な仕事を進んで引き受ける。

ゲームを進んでする。
