Can somebody remind me why you'd say:
興味があり時間のある方は、ぜひ、参加ください
as opposed to
興味があって時間のある方は、ぜひ、参加ください
?

Does the あり imply there's other (unlisted) criteria similar to how the VerbたりVerbたりする pattern works?

Using the te-form here would indicate that "being interested" and "having time" are somehow related activities.

 These two sentences mean almost the same thing, though the former (the pattern called 連用中止) sounds a bit more formal, typically used in written texts

よく食べ、眠る
=
よく食べて眠る

時間がなく、行けなかった
=
時間がなくて、行けなかった

No, it has no relation to たり たり.
