つまり、他人の知的所有物を使って経済活動を(___________)、許可を得なければならないということになる。

1。したら 2。する場合は 3。するとしても 4。しないとしても

The answer of the book is number 2 but I don't really understand 場合. I don't have a proper N4-N5 grammar book with me that explains it. How is it different from ば/たら/なら. I know this is a hard question but conditional clauses are among the hardest grammars for me. >_<
 
The 場合 (baai) is a type of conditional that means.. If that is the case then.....
An example would be
hijou no baai,watashi ni denwa shite kudasai

Please Call me in case of an emergency.

The temporal order of the two events is "the main clause --> the conditional clause" (許可を得る --> 経済活動をする) in that sentence. You can't use ~たら, ~と or ~ば conditionals in this case, as in the threads I linked above. (For instance, the answer no.1: 他人の知的所有物を使って経済活動をしたら、許可を得なければならない means that they need to get permission after they conducted economic activities, so this can't be the correct answer.)
