決意が薄まらないうちに足早に店を出る僕の後ろで、『局地的豪雨の発生回数は』と、店の壁掛けテレビが人ごとみたいに告げていた。

Hi. What is the function of the と in red here? Can we omit it?

と is a quotation particle, and the part following 決意が薄まらないうちに is omitted there since it's obvious from the context.

決意が薄まらないうちに店を出ようして/考えて、足早に店を出る僕の後ろで

In the expression AないうちにB, when B is a volitional action/an action for a purpose like your example, the meaning is almost the same whether と is put after うちに or not.

On the other hand, when B is a non-volitional or an undesired action, と can't be used.
e.g.
×夜が明けないうちにと、雪が降り始めた。
(雪が降り始める is non-volitional, so 夜が明けないうちに雪が降り始めようして is ungrammatical.)

乗客が全て乗らないうちに、船は出港してしまった。
船は出港してしまった is an accident/undesired action here.
乗客が全て乗らないうちにcan be possible in a specific context. It means that the ship/captain intentionally did so, for instance, they thought it's dangerous if all the passengers got on the ship.

Hi. Is the circled と in the picture the same usage as the op example (i.e. 作りたくないと考えて)? If not, how should I understand it?

Yes. と indicates the purpose or cause/reason of the action, like 決意が薄まらないうちにと in your initial post or 『いたいの』や『こわいの』はきっと嫌だろうからと in this thread.

決意が薄まらないうちに(店を出よう) is the purpose or cause/reason of 足早に店を出る.
もう、自分と同じ人間は作りたくない is the purpose or cause/reason of 武器を取った.
『いたいの』や『こわいの』はきっと嫌だろう(から) is the purpose or cause/reason of (相手を)傷つけないようにする.
