1. Question about nominalization

hello everyone, Is it true, that the particle 「には」 is a topic marker with a slightly different emphasis than just 「は」? If so, how come the 「行く」 in the sentence 「未だ学校へ行くには早い時間です」 does not need nominalization? Thanks in advance

    Nominalizing verbs

To nominalize a verb, do you take dictionary form and add 事? Eating noodles with chopsticks is difficult. It's easier with a fork. 箸で、らめんを食べる事が難しいです。フォークでもっと簡単です。 Is this correct? Or is there another "nominalizer" I should use?
