WW2 Japanese Flag. Translation Please.

Hello. Today I have a WW2 Japanese flag covered with writings that I would like to have translated. I do not speak any Japanese and have tried translating it myself, but was unable to do so. Please help. It will be much appreciated.

Hello. I was planning on purchasing this Japanese flag, but decided I better have it checked for authenticity. Is it real or fake?

The recipient's given name seems to be 瑛新 "Eishin", but his full name isn't written on the flag. He would have something to do with Yamanashi Prefecture, judging from some dedicators' title 甲府警察署 Kōfu Police Office or 山梨縣廳(=県庁)山林課 Forestry Division, Yamanashi Prefectural Government.

By the way, which is correct, you already have it or you are still planning on purchasing it?

Thank you for merging them. I didn't realize until after making my first post that there was a thread just for flags.
