I have this Japanese Medal, that I need help in translating the Characters to English. I also am curious to the pictures on the medal, and what they symbolize. Any help would be much appreciated, thank you!

1928 commemorative medal from the Miyako Shinbun (newspaper) Company for some sort of national speech contest for high school, vocational school, and college students.

The paper was one of the predecessors of the current Tokyo Shinbun

After posting this here, I emailed the Tokyo Shinbun, whom responded faster than I thought they would, so I just sent them a picture of the Medal in hopes that they can figure more out about it.
 
the Tokyo Shinbun responded with:
記念means commemorative.
昭和三年 means 1928.
全国高等専門大学雄弁大会 means the national higher professional university speech contest.
Although this bird looks like a owl or crow, it is not clear.
This petal is Sakura. (under the birds wing)
And sorry, but this kind of plants do not know. (the tree)

you were right on Mike, thank you, they responded with the same thing that you said. I was hoping that the news agency would have been able to tell me what the tree and bird were, but at least I know what the Medal says. The characters above the bird are 22K-24K gold leaf. If the rest of the medal is silver, then it is coated in something, or maybe it is some other type of metal.
