Hello,
I have this WWII Japanese binocular case with writing on it. I was wondering if some on could tell what it says?

Those characters were written by someone who were not familiar with kanji. (I mean, that's a fake.)

Nobody is saying he faked them. He could have gotten this off somebody else who faked them. Or his kids or grandkids may have been farting around with a magic marker. At any rate, they're fake....mimicry of Japanese writing that doesn't actually say anything at all.
