I have some doubt if it's authentic, since some signatures seem to be written by the same hand, the katakana words on the center red circle don't make sense, etc. Those are just signatures and typical patriotic slogans such like 祈武運長久 Eternal good luck in battle or 闘魂 Fighting spirits, anyway.
