Hoping I can get a honest answer about the current state of sexual assault of women in japan.

I know its a very common occurrence, especially in trains.

I have a few questions:
Do women report it or is it practically useless? (due to the lack of a sexual equal viewpoint in the legal system)
Is there a culture of shame associated with being sexually assaulted / raped? Do people hide the fact rather than seek justice? Considering the traditional culture of not being open.
Is the younger generation better?
Why the do people let it happen? Just stand by? Not do anything? I find this hard to understand coming from a place where sexually assaulting a woman would get you punched square in the jaw (or worse).

A note, I have talked with young japanese women (20-25), despite the fact they have been assaulted themselves, and are (obviously) angry about it, and there seems to be an overwhelming amount of downplay of the seriousness of it.
Statements such as "It could happen anywhere! (in the world)", I realise they are trying to defend japan. Don't want people to think its a bad place, but unfortunately they are just defending the men who assault them.

Don't think this topic breaks any rules. And please, only serious answers, this information is getting hard to find without actually going to japan.
 
I am going to tell you some things that make perfect sense even though it will totally conflict with all western society has been tainting your mind with.

1. Downplaying the seriousness of it -- Ummm....no. In the west we go on and on about how women MUST be totally traumatized if such a thing happens and they can never heal. Both are not only untrue, its bad policy to say so. It makes women who are not traumatized feel like something is wrong with them. It makes women who are a bit traumatized have difficulty healing.

The point of that clap trap was to make men feel supremely guilty if they did any sort of "wrong" to a woman. Of course it works on "normal" men who probably would not have harmed a fly anyway. If they touch a woman accidentally they act like they are now demon spawn. Naturally the men the idea is aimed at hardly take notice.

No, I think if the actual victim is not saying its such a big deal, you should just agree, rather than try and convince her her life is over or she needs a shrink or she is damaged goods now.

2. This idea of a lack of equal viewpoint. Poppycock. The west is biased towards women. Fact is with the overwhelming majority of alleged sexual assaults of any kind, it is horribly hard to prove there was an assault. Most times there are no witnesses and no video or audio recording. Bruises could be from anything. DNA could be present because of consensual relations.

In the west though, the woman's word is so often taken from the get go. The female accuser gets anonymity. But the accused male gets his name in print and tends to lose his job and maybe even his family before a trial has even begun. Convictions lean heavily on the word of the accuser.

Fairness in the west is being described as bias of the patriarchal society. A great example of all this is Josh Duggar. He has admitted to molesting up to five teen and pre-teen girls as they slept. Thing is, he did this as a minor himself. No one pressed charges against him. He admitted it openly and begged forgiveness. But what happened? A newspaper dug and got his name and his entire family got punished with the cancellation of the family show. Fairness? Heck no. Western law is misandrist. But I will say this: Japanese law is rather random so I am not going to say its perfect.

To your questions:

1 Do women report it or is it practically useless? -- Under reporting is the norm everywhere. Don't be fooled. Reporting is generally WORSE than useless. Her reputation and self esteem will both take a hit for people knowing and talking. Lawyers cost money. Convictions are hard to obtain because as I said before, proper evidence is generally lacking.

2. Is there a culture of shame associated with being sexually assaulted / raped? -- The shame is the same as in the West. Its not shame due to sexual assault. Its shame caused by people around the woman being aware of her sexual past. I think it is a natural sentiment BUT, that natural sentiment is enhanced in the West, especially in Anglo societies. Thus, women tend to bury it if possible.

3. Do people hide the fact rather than seek justice? Considering the traditional culture of not being open. -- I don't think its some unique Japanese or Asian culture thing at all.

4. Is the younger generation better? -- As in less likely to commit such assault? I believe so. But I think it mostly has to do with plummeting amounts of testosterone and maybe even addiction to women that are not "real", such as comics and porn.

5. Why the do people let it happen? Just stand by? Not do anything? -- Usually they don't know its happening. They don't see it.

If they do see it happening, how do they know its not consensual? Its not like the women plead for help or scream NO or anything. You would feel awful embarrassed to interrupt what turned out to be consensual. And here is an awful, awful truth but...if you do intervene you won't get any thanks. Thus, you won't even know if you saved the girl or interrupted. You will go home totally confused and you probably won't do that again.

6. I find this hard to understand coming from a place where sexually assaulting a woman would get you punched square in the jaw (or worse).--- You watch too much TV. The idea that things are so bad in Japan but so wonderful in Anglo societies is nothing but propaganda. The media goes from declaring Anglo societies to be a paradise for women one second and without missing a beat talks about how terrible all these rapes are and how rape rates are rising or what have you.

And women are not so very protected. Most of the times I have seen people get physical or nearly so concerning women, it was nothing but jealousy. Or it was a mistake.

Anyway, the media is chiefly interested in using this emotional topic to sell print. People love the topic in an emotional way. Logic hardly ever enters the picture and when it does, people get angry cause thinking logically steals their rush.

Also, logic hinders the female ability to twist situations to her advantage through lies and deception. Women don't want men thinking they enjoy sex. If that happened you might have doubts when they scream rape as a way to cover the fact they cheated on you or to protect their reputation or to harm the reputation of a guy that turned the down or dumped them.

And don't think I am totally on the male side either. I did point out violence and jealousy earlier no? And its guys that have so much trouble getting over a woman's sexual past, necessitating that she bury it as best as possible. There is stupid unreasonable garbage on both sides of this fence.

Anything sexual is guaranteed to not have complete, accurate reporting. Sex is not an open topic, even when its consensual and wonderful. People hide it all like its their crazy aunt in the basement or something. I think its sad and testament to human stupidity and huge chunk of all that is wrong with the world.
 
Jimmy B, how are you defining "sexual assault"? I mean, it's not as if guys are raping girls on the train all the time while people go about their daily commute. I sense a bit of misunderstanding here. Trains aren't safe havens for sexual predators who want to put their willy into unsuspecting and compliant females. But in the very crowded trains its hard to know if the thing poking you in the backside is someone's elbow, or if its someone trying to cop a feel. (You know something of the train system here, or you have seen pictures of how the trains so crowded that the station staff have to help push people on the trains...?)

Anyway, its this kind of groping that is a problem. I don't know how common it is. Too common, obviously, but I don't know of any woman who believes it is so common that they would avoid the train system. Women are more vocal on the trains now, and I have heard stories of ladies shouting at men to stop touching them. Recently you often hear of woman grabbing guys arms and calling for the train staff or the police (although I have never witnessed this myself).

This type of groping is classified as indecent assault, or a kind of disturbance of the peace. Its a step or two below rape. I don't think it is synonymous with "sexual assault" as that term is used in the states.It.s not useless to report it, but its bloody inconvenient.
 
It's common enough that some trains have women-only cars.
Society is changing a bit, to the point that more women are reporting chikan, although I don't have exact figures. One side effect of this, however, is the number of FAKE reports, the ones where young girls intentionally falsely claim someone groped them, on a lark or joy ride. How can a guy ever prove otherwise?
Shame. It's there. How can it not be?
Many people will not get involved for the reasons stated earlier. Here's another. They fear "breaking the harmony" of the event because they don't want the chikan later to seek them out for retribution.

My biggest question is for you. You said you have spoken to some women about this. You don't seem to feel their reports are reliable or accurate. Well, in what sort of situation were you asking? As a counselor in private where they approached you as a professional? As a grad student who wanted to conduct research. As a guy on the street talking to whatever females he knows? It makes a LOT of difference.

Actually, I think its more like some are just trying to defend their Western/Anglo society when they think it could NOT happen in their country. It can. It does. Japan is ALWAYS held up as an example of a perverted/ deviant society not because it is, but because its an easy target for being DIFFERENT and for being on the international stage as a major player. Japan is the DIFFERENT player. (Let's get him!) And this got started because it used to be more open, such as having no separate men's and women's bathing area. Western people came here and found that perverted, with their Victorian morality, when in fact it was the Westerners who were the perverts for going there and getting so ferociously horny just because a naked woman was present.

I wonder how often the wrong guys' arms get grabbed. I have seen pictures of gropers in action. Long arms reaching past the guy in front of them....

And other mistakes are made as well. So I think we can chuck on another aspect to a woman not reporting: The simple fact that even if she did get groped, she may be fully aware she cannot be completely sure who did it. The trains are seriously that packed! Sometimes you cannot even turn around (so as to find the groper!)!

I once got on a train that kept getting more and more crowded with each stop. This one woman kept backing into me. I could not go anywhere. I had hold of the only grip available and its not like I saw this coming anyway....but....soon her very nice butt was shoved right into my groin. That plus the motion of the train was very stimulating. I could not help but get an erection. That was a great ride!

Of course I do wonder how she felt about it, but I will never know. Some act like its impossible she enjoyed it because she is female but that is ridiculous. I expect she neither enjoyed or minded. Of course some will treat me like I did it on purpose even though I didn't and literally had no choice but to stand there and take it. And of course some will insist I should not have enjoyed it and that was selfish.

What is interesting is that if men's and women's standing on such issues were reversed, I probably could have claimed she sexually assaulted ME by rubbing her butt in my groin! And here are people saying I should not have enjoyed it....which is usually referred to as VICTIM BLAMING!

And yeah, I will say it: Some women may well have enjoyed getting groped at the time, then felt guilty/angry about it later. Denial of that possibility is nothing but the result of feminazi propaganda.
