people talking about keeping a hamster:
僕は忙しくて 飼ってる間は割と目の前素通りされたりしてた

is this a way of saying he ignores the hamster?

Not really. される is passive ("passive of adversity" in this case).

A は B の目の前を素通りした。
Which is the agent(= subject) of 素通りした in the sentence above, A or B?

the meaning of 目の前
めのまえ【目の前】
I 〔眼前〕
目の前で
in a person's presence/under a person's nose
人を目の前でけなす
abuse a person to his face
目の前で戸がぴしゃりと閉まった
The door was slammed in my face.
目の前の箱を開けなさい
Open the box in front of you.

Very close, but 素通りした is past. Plus, 素通りする doesn't just mean "to walk past". It implies "without looking at it/without noticing it/with ignoring it".

I wrote "The agent of 素通りする is the hamster" in my previous post.

In my original post I asked if he was was ignoring the pet and you said that was not the case, and in your last reply you used the word ignore. Im a bit confused

If the man isn't the one being ignored then your saying the pet is the one doing the ignoring?

"The agent of 素通りする is the hamster" Does this mean the pet does the verb?

...Do you think "The agent of 素通りする is the hamster" can have other meanings than that?
Agent (grammar) - Wikipedia, the free encyclopedia

The passive of adversity(also called "adversative passive") expresses that the subject of the passive form is adversely affected by the action/event.
Passive voice - Wikipedia, the free encyclopedia

active
ハムスターが目の前を素通りした。
The hamster went past the face of me (without looking at me/with ignoring me).

passive of adversity
僕はハムスターに目の前を素通りされた。
I was adversely affected by the hamster going past the face of me (without looking at me/with ignoring me).
