Hello

How can I say "There is a test at school tomorrow."

Is it あしたはがっこうでテストがあります。

Its fine. You don't need the は after tomorrow, as it acts to draw attention to that word, but the meaning of the sentence is unchanged.

あした、学校でテストがあります
 
で doesn't work with あります。So you should say あしたがっこうテストがあります。

For some reason, that doesn't around quite right. Sounds like a test paper will physically be there and not that a test will be held there.

明日学校で(行われる)テストがある。

But my grasp of grammar is tenuous at best....
 
で can be used with ある. In this case, ある means "to be held", and で indicates the location where the event is held/happens/occurs.
e.g.
来年、リオでオリンピックがある。
昨日、駅前で事故があった。
