Question about this sentence

「引きとめても道をふさいでもいませんが」
This sentence kind of confused me. I'm thinking it means "we are not detaining you or blocking your path", but can も(ても/でも + いない) be used to list multiple verbs like that? Or am I wrong about the meaning here?

Yes, when も is inserted in the structure ~ている, ~てみる, ~ておく, etc., that kind of listing can be used.
e.g.
見てもいないし聞いてもいない = 見ても聞いてもいない
飲んでもみたし食べてもみた = 飲んでも食べてもみた
電話をしてもおくしメールをしてもおく = 電話をしてもメールをしてもおく
(The last one is a bit awkward, since 電話もしておくしメールもしておく = 電話もメールもしておく is more common.)
