Can anyone shed some light as to whether, or not, these are WW2 Jaki-Tabi footwear and what the kanji/marks mean?

That's jika-tabi, not jaki-tabi.
The black kanji is a surname 河𡌛 Kōno, most likely the owner's name. The stamp is 横田納 拾文半. 横田 Yokota is the maker's name, and 拾文半 jū-mon han refers to the size of the tabi, approximately 25cm. I don't know about the date.
