なくては is conditional, なくちゃ is a contraction of it, and なくてはいけない is a set phrase using it. The first two expressions can have the same meaning as the last one when using at the end of the sentence in a context.
So, you don't have any decent textbook yet? Your question is still a typical one asked by people who are learning Japanese randomly from internet resources or something as same as two years ago.
