I just finished an anime and I really want to know what it says on the notice but there was no translation.
I can understand the hiragana "to-mo-da-chi" "friends" but im at a loss with the kanji. I've tried google translate handwriting recognition and other recognition sites but to no avail.

Anyone have any ideas what they say?

Thanks for any help!

募る (つのる)
集める (あつめる)

Very frequently seen in a compound word, as already indicated, although they are used differently here.

You watched 僕は友達が少ない "Boku wa tomodachi ga sukunai", right?

隣人部
にかく臨機応変に隣人
よき関係を築くべく
からと心を健全に鍛え
たびだのその日まで
共に想いらせ励まし合い
皆の信望をめる人間になろう!

As you would already know, it's a variant of mesostic, and the meaning of the hidden phrase ともだち募集 "tomodachi boshū" is (we are) recruiting friends.
